Indonesia arrests Scottish man sought by Spain in connection with international crime syndicate

Indonesian authorities announced the arrest of a prominent member of an international criminal organization, Steven Lyons, upon his arrival in Bali. The 45-year-old was detained by immigration officers at Ngurah Rai International Airport on Saturday, as revealed by Untung Widiyatmoko, head of Indonesia’s Interpol branch. The arrest followed an Interpol Red Notice issued at Spain’s request, which flagged Lyons for extradition.

A Red Notice is an alert issued by Interpol for global police to apprehend a suspect for potential extradition. Lyons, wanted by Spain and the United Kingdom for involvement in organized crime, drug trafficking, and money laundering, will be transferred to Spain on Wednesday, Widiyatmoko stated during a press briefing in Denpasar, Bali’s provincial capital.

International criminal network and joint operations

Lyons is accused of orchestrating a criminal network that exploited shell companies in Europe and the Middle East, including Spain, Scotland, England, Dubai, Qatar, Bahrain, and Turkey. The arrest was part of a coordinated effort between Spanish and Scottish law enforcement, with assistance from Europol and other international partners. Recent raids linked to Lyons’ case led to multiple arrests, according to Widiyatmoko.

Spain’s Interpol identified two of Lyons’ associates who traveled with him to Bali. While these individuals are not currently under arrest, they are suspected of being part of the same criminal group. Bugie Kurniawan, from Bali’s immigration office, noted that Lyons arrived on the island with companions who remain at large.

Historical ties to violence and evasion

Scottish media reported that Lyons survived a 2006 shooting in Glasgow, which killed his cousin, before relocating to Spain and later settling in Dubai. In May 2024, his brother and an associate were fatally shot in a suspected gangland attack at a beachfront bar in Fuengirola, southern Spain. This incident further solidified his presence in the region’s criminal circles.
