The expert cautioned that mounting resistance toward revised equality recommendations could potentially erode essential protections established for women and girls across the nation.
Reem Alsalem, who serves as the Special Rapporteur on violence against women and girls following her appointment by the Human Rights Council, voiced her apprehensions on Tuesday regarding the widespread public backlash directed at preliminary guidance documents released on May 21 by the Equality and Human Rights Commission, commonly referred to as the EHRC.

The forthcoming guidance document, officially designated as the EHRC's draft Code of Practice, provides comprehensive instructions for how various organizations ought to implement the Supreme Court's decision in everyday operations. This includes clear parameters for determining when single-sex facilities and services should be allocated according to biological sex rather than other factors.
This development builds upon a significant April 2025 judgment delivered by the UK Supreme Court, which established that within the framework of the Equality Act 2010, the term "sex" carries a biological meaning as opposed to being synonymous with gender identity. The consequences of this decision extend across numerous areas where equality law applies, particularly concerning single-sex environments and services. Ms. Alsalem also engaged with ongoing discussions regarding specific provisions contained within the draft guidance that address requests for information concerning an individual's sex. She argued that sex represents an objective characteristic maintaining relevance across numerous legal and social situations, particularly where legislation establishes provisions for single-sex environments and services.
According to her assessment, proportionate inquiries may occasionally become necessary to verify compliance with existing legal requirements. The expert subsequently called upon both the UK Government and devolved administrations to articulate clearly that the law deserves respect and proper implementation.
Furthermore, she encouraged political leaders, media organizations, commercial enterprises, and civil society groups to collaborate constructively toward executing the Supreme Court's judgment in accordance with domestic legislation and the United Kingdom's international human rights commitments.
