UN voices alarm over West Bank closures after deadly Hebron shooting
Provpnmatrix.com – The United Nations has raised serious concern over a new tightening of restrictions across the occupied West Bank after a shooting near Hebron killed two Israeli soldiers and wounded at least five others.
Gunmen opened fire close to a military checkpoint outside the southern West Bank city on Friday. The two Palestinian assailants were killed. In the aftermath, Israeli authorities moved to close off Hebron and impose broad restrictions affecting movement throughout the territory.
The measures have intensified fears for Palestinians who depend on open roads and crossings to reach work, schools, medical care, markets and agricultural land. The shutdown also came during the olive harvest, a period of major economic and cultural importance for many rural communities in the West Bank.
Secretary-General concerned by closures and displacement risks
At the regular UN briefing in New York, spokesperson Stéphane Dujarric said Secretary-General António Guterres was profoundly troubled by the measures announced after the attack. These include accounts of home demolitions and the potential displacement of Palestinians in Hebron.
Israeli Prime Minister Benjamin Netanyahu ordered the city sealed and said security forces would carry out raids from house to house. He also pledged demolitions and indicated that a broader military operation could follow. The restrictions mark the fourth territory-wide clampdown imposed by Israel in the space of a month.
“Those closures severely restrict Palestinians’ freedom of movement, access to basic services and livelihoods,” Dujarric said.
For residents, closures can mean much more than delayed travel. They can separate families, interrupt medical appointments, limit access to food and fuel, and make it difficult for workers to earn an income. In Hebron, where Palestinians and Israeli settlers live under an especially complex security arrangement, roadblocks and checkpoint closures can quickly reshape daily life.
UN cites escalating settler violence
Guterres also condemned what the UN described as an unprecedented level of attacks by Israeli settlers against Palestinians during 2026. As the occupying power, Israel has a responsibility to protect the Palestinian population from such attacks and ensure that those responsible are held accountable, the Secretary-General said.
“The violence caused by record numbers of attacks by Israeli settlers against Palestinians in 2026” remains a major concern, the UN said.
The UN human rights office, OHCHR, has recorded more than 160 settler attacks during the first two weeks of October. The incidents included the use of live ammunition, arson, theft of crops and damage to olive trees and groves.
Violence around the harvest has become particularly consequential because olive cultivation supports household incomes across many Palestinian communities. Damage to trees or the loss of access to groves can affect not only one season’s yield but also families’ longer-term ability to sustain their land and livelihoods.
OHCHR said Israeli settlers had also targeted European Union diplomats. A Washington Post photojournalist was severely assaulted by masked settlers a week earlier while documenting the olive harvest near Ramallah.
Hebron mosque closed as worshippers turned away
Mayy El Sheikh, spokesperson for OHCHR in the Occupied Palestinian Territory, described the latest lockdown as part of a prolonged pattern of measures that has made ordinary life increasingly difficult for Palestinians.
“Yet another episode in a never-ending stream of suffocating measures making life more and more unbearable for Palestinians,” she said.
El Sheikh said broad restrictions have repeatedly followed violent acts committed by Palestinians against Israeli soldiers or settlers. Previous episodes have involved lockdowns, more frequent raids and arbitrary arrests, she said, raising concern that entire communities are being penalized for acts attributed to individuals.
All routes into and out of Hebron were closed after Friday’s shooting, she said. The Ibrahimi Mosque was also shut, preventing worshippers from attending Friday prayers.
The mosque, known to Muslims as the Ibrahimi Mosque and to Jews as the Cave of the Patriarchs, is one of the city’s most sensitive religious sites. Restrictions there carry particular weight because access to worship has long been intertwined with the broader political and security pressures surrounding Hebron.
“Israeli movement restrictions are already preventing thousands of Palestinian farmers from reaching their olives for the harvest,” El Sheikh said. “This is bound to have devastating effects on the season.”
Gaza aid concerns remain urgent
Alongside the worsening situation in the West Bank, Guterres remains deeply concerned about civilian deaths in Gaza, including children, and about stringent limits on humanitarian assistance as winter approaches.
The Secretary-General urged all sides to halt violence immediately, show restraint and avoid steps that could deepen the crisis. His appeal reflects concern that further military action, restrictions or attacks could rapidly widen tensions at a time when civilians across the Palestinian territory already face severe insecurity and humanitarian pressure.
All parties should “immediately cease all acts of violence, to exercise restraint and refrain from action that could further inflame tensions,” the Secretary-General said.
